Hi,
Have you followed the work of the Homenet Working Group at the IETF?

It is working on routing in a large home network, which could apply to
community networks as well. More interestingly, they designed a
configuration protocol (HNCP), whose goal is to exchange configuration
information between routers.
The group recently published its first RFC, "IPv6 Home Networking
Architecture Principles":
