My experimental net uses the 192.168.4.0/24 range, so please don't use that.

What about simply making sure that Babel only installs route in this range?
Assuming your prefix is 10.10.0.0/16, ust put something like this in
/etc/babel.conf:

  in ip 10.10.0.0/16 allow
  in deny
