Basically yes, all nodes are stationary.
*However* you could regard the "cell-breathing" phenomenon (which is well known from mobile phone networks) as a sort of mobility:
the reachability of nodes varies over time (other noise is mostly the main culprit).

So, it does make sense to have "mobility" (a.k.a meshing in the sense of MANETS) in community wireless networks.
It's just darn practical :)
