[Interop-dev] NetworkGraph: local addresses

The next issue i'd like to close is the "local_addresses" one.

I think this proposal is valid and useful, as different protocols can
identify a node with more than one address.

The attribute should be optional.

If you have doubts or there's anything you'd like to add, please speak out.
